Methodology

How we read the numbers.

Source definitions, calculations, and the limits of the data. Use these notes alongside the budget and abatement explorers.

Budget comparisons

City figures compare the 2026 introduced budget with 2025 appropriations. School figures compare the 2026–27 advertised budget with the revised 2025–26 budget. Totals are hidden by default; summary detection follows the published line names. Other lines can overlap, so adding visible rows does not produce a reliable budget total.

Dollar change = current budget − prior budget. Percentage change = dollar change ÷ prior budget × 100. A zero prior budget is shown as “new / no base.”

Methodology

How the abatement numbers are calculated

Every displayed value comes from the 2025 UFB submission in the NJ DCA 2026 PILOT workbook. The formulas below describe the live application exactly.

Active status

Agreement end date >= July 21, 2026. This is a point-in-time status, not activity at any time during the calendar year.

Years left

max(0, (agreement end date - July 21, 2026) / 365.25), displayed to one decimal place.

PILOT / tax paid

The source field PILOT Billing, displayed to the nearest dollar.

% full tax paid

PILOT Billing / Taxes if Billed at PY Rate x 100, displayed to one decimal place.

Modeled missed revenue

max(0, Taxes if Billed at PY Rate - PILOT Billing). Negative property-level differences are shown as $0 and do not offset other properties.

Summary totals

Estimated paid and modeled missed revenue sum the unrounded property-level values for records active as of July 21, 2026, then display the result in compact millions.
